From Rules to Results: Rethinking Optimization in Container Terminals

The container terminal industry stands at a crossroads. After years of promises about fully autonomous operations and self-optimizing systems, many operators have found themselves entangled in complexity, managing inflexible software, rule-based configurations, and manual workarounds. Despite the buzz around automation and AI, the expected transformation lags in delivering consistent, outcome-focused results.

At TOC Europe 2025, Avlino led a conference session that challenged this status quo head-on. The session, titled “Intent-Driven Optimization: Rethinking Efficiency, Scalability, and Results”, introduced a new paradigm for port technology: Objective-Oriented Operating Systems (3-O Systems). Rather than optimizing processes in isolation, these systems align day-to-day operations with clear business objectives, whether that’s faster truck turnaround, improved berth performance, or maximizing yard utilization without compromising profitability.

Moderated by Yvo Saanens of Portwise, the session brought together a powerful mix of voices – technology providers and terminal operators – to examine how intent-driven optimization is reshaping expectations in the port and logistics industry.

  • Ramana Jampala, CEO of Avlino, set the stage by breaking down the inherent conflict between throughput, equipment utilization, and turnaround time. He illustrated the limitations of traditional rule-based systems, which require constant manual intervention, and introduced the case for 3-O Systems: software built to adjust dynamically based on operational intent rather than rigid logic.
  • Que Tran, VP of Technology and Transformation at DP World Europe, built on this by highlighting the industry’s pattern of overhyping technologies – from blockchain to automation to AI – without addressing the core problem: commitment to outcomes. Drawing parallels to Formula 1’s evolution from instinct to data-driven performance, he stressed the importance of aligning digital capabilities with clearly defined operational goals.
  • Erhan Çiloğlu, Deputy CEO of Yilport Holding, offered a pragmatic perspective from a multipurpose terminal operator. Emphasizing real-world complexity, he spoke about Yilport’s centralized planning model, data-centric culture, and the need to remain flexible in unpredictable operating environments. He highlighted the value of intent-driven technology partnerships to evolve with both customer needs and market demands.
  • Gangadhar Gude, CEO of ATAI, closed the session with a call for cross-platform collaboration. He argued that intent is meaningless without clean, fast, and interoperable data, and emphasized that it’s not about having the newest hardware or software, it’s about how all systems work together to fulfill the operator’s KPIs.

The session stood out at TOC Europe not just for its critique of the current landscape, but for offering a tangible alternative: one where terminal systems aren’t just tools, but active partners in achieving strategic outcomes.
